This issue celebrates the fact that AD 342 under Constans the Franks were taken over the Rhine and settled in Toxandria (a region between the Meuse and the Scheldt rivers in the Netherlands and Belgium). This was a peaceful act done by negotiations and the Franks had to fight for the Romans.
