This coin celebrates the native province of Septimius Severus, who was born in the African city of Leptis Magna.
Curtis Clay: IMP IIII. I had a legible spec. from the same obv. die in my first collection, and knew another in the collection of a friend in NYC.
Your rev. die seems different from the AFRICA rev. dies of those two coins, might be the same as a die I know combined with two other obverses, but hard to be certain from your image and the photo in my die catalogue.
